Quebecor quits Quebec Press Council -- Why?

Vague references to the Press Council being "arbitrary" but no information to explain Quebecor's decision or specific decisions which might have given offense. There is a line from Quebecor in the CBC story linked worrying that the council's decisions might hurt business. Gazette story alludes to "a lack of vision and a desire to limit freedom of the press on the part of the council." Is this about political correctness, money -- what? TPG
